BizSAFE is not a stamp. It is five levels — and only one of them wins you the tender.

A national workplace safety programme run by the WSH Council under MOM. Over 30,000 Singapore companies are on it. Level 3 is the threshold government and most private tenders look for, so that is where we aim.

The five levels, and which one you actually need

The Risk Management Audit report is valid for three years, but your bizSAFE application needs it to have at least six months of validity left. Companies discover this at the wrong moment.

The rule that decides who you can hire

From the WSH Council's own guidance, word for word:

“To avoid conflict of interest, your consultancy organisation and auditing organisation must be separate and independent. Applications will be rejected if both the consultancy organisation and auditing organisation are from the same company, or if the consultancy and auditing is arranged as a package.”

That is a rejection, not a warning. So:

If a supplier offers you consultancy and audit as one package, that is not a shortcut. It is a reason for the Council to reject the application.

BizSAFE companies also get access to the WSH Council's free onsite WSH assistance programme — an independent third-eye review of your workplace. It costs nothing and most companies never claim it. We will point you at it.

Questions we get asked

Is BizSAFE a single certificate?

No, and this is the most common misunderstanding. It is a five-level programme you move through. Level 3 is the one tenders actually ask for — the lower levels are steps toward it, and the top level (BizSAFE Star) is a full safety management system.

Can you also audit us?

No, and nobody can. The WSH Council rejects applications where the consultancy and the auditing organisation are the same company, or where the two are sold as a package. We prepare you; an independent MOM-registered Auditing Organisation audits you.

How long does the audit report last?

Three years from the audit date. But for your bizSAFE application the report must still have at least six months of validity left, which catches people out near the end of the three years.

What does BizSAFE Level 3 actually require?

A risk assessment covering your real work activities, documented and implemented, with the evidence that people are following it. The audit checks implementation, not paperwork alone.

Is BizSAFE Star the same as ISO 45001?

Effectively yes. BizSAFE Star aligns with SS 506, which is the Singapore adoption of ISO 45001. If you already hold or want ISO 45001, you are most of the way there.
